In addition. the legislation prohibits the denial of treatment services to women because of their pregnancy and makes the States responsibleas a condition of receiving block grant funds--for assuring the availability of appropriate care. The gentleman from Texas and the gentleman from California were tireless advocates for including trauma care centers as full partners in the fight against illicit drugs. The legislation authorizes a new program of grants to assist financially troubled trauma centers. particularly those serving large undocumented populations. The gentleman from Virginia . first as mayor of Alexandria. and now as a colleague. provided eloquent testimony of the need to channel new drug treatment resources into the National Capital area and make it an example of quality for the Nation. Under the agreement. the Department of Health and Human Services will allocate $25 million over 3 years to better organize and improve the availability of drug treatment in Washington and the surrounding jurisdictions of Maryland and Virginia.
