In his notes Morganthau said: When the Turkish authorities gave the orders for these deportations. they were merely giving the death warrant to a whole race. they understood this well. and in their conversations with me. they made no particular attempt to conceal that fact. We must recognize these inhumanities if we are ever to stop this vicious cycle of genocide that has plagued the 20th century. Only when the world becomes fully aware of the magnitude of genocide in 1915s Armenia. the Holocaust in 1940s Europe. the killing fields of the 1970s Khmer Rouge. and the ethnic strife in presentday Yugoslavia and Azerbaijan. can we hope to end these unspeakable crimes.
