Mr. President. for 11 years in this Congress. both in the House and now in the Senate. I have worked for the day when the citizens of the Soviet Union would have the right to emigrate. Over the years. we have sent hundreds of letters. sometimes that many every year. to Soviet officials urging the release of those who wanted to leave that country and find a better way of life. My guess is that over the years. there have been millions of prayers by Americans of all faiths that the freedom to emigrate. the freedom to find a better way of life. would come to the Soviet Union. Thankfully. that has transpired. Mr.
