Mr. President. I rise today as a cosponsor of the pending resolution regarding loan guarantees for refugee resettlement in Israel. This sense of the Senate resolution reaffirms the Senates strong support for aiding Israel in its quest to absorb the influx of Jewish immigrants arriving daily from the former Soviet Union and Ethiopia. Prior to the dissolution of the Soviet Union. one of the highest priorities of the United States policy on human rights was to work to allow Soviet Jews to emigrate. Now that they are virtually free to leave. there is a continuing obligation for the United States to assist. Provided. of course. that the potential emigres have had full opportunity toevaluate their opportunities in a new land compared with their improving opportunities by remaining in the states of their choice to foster democracy and free markets.
