Months of discussion between the administration. Congress and the Israeli Government have failed so far to produce an acceptable compromise. But I dont believe the issue is dead. The resolution before us indicates that the United States Senate supports the concept of assistance for Israel in its difficult task of absorbing an influx of refugees numbering almost a quarter of its current populatton. And this resolution stresses that these loan guarantees be appropriate. To me. this means that they must be in accordance with longstanding U.S. policy and not in direct conflict with the process of negotiating a solution to the Middle East conflict.
