With the demise of the Soviet Union. many Jews are for the first time able to consicler the option of leaving. Israel. having been established as a haven for all Jews. is turning none away. Over 1 million immigrants are expected to arrive between 1990 and 1996. the largest wave of immigrants since. the states creation. No one can deny that Israels need for access to capital is great. But while Israel is making good on its commitment to accept the emigres. the United States has not made good on its own commitment to Israel. This despite our longstanding policy of pushing the Soviet Union to allow free emigration of all its citizens. and despite our longstanding policy of supporting successive Israeli Government attempts to bring Jews home. Mr. President.
