President. today I rise to cosponsor the sense of the Senate resolution before us and to express my deep disappointment that loan guarantees for Israel were not included in the foreign aid bill. I am deeply concerned about the continued opposition by the Bush administration to these guarantees. Despite the commendable efforts of my colleagues Senators LEAHY. KASTEN. and others to find a compromise acceptable to all parties. agreement could not be reached. I was. and remain disturbed that the administrations desire to alter Israels policies superseded its wish to help Israel accommodate the influx of Soviet and other immigrants. But though I am disturbed by the administrations handling of this issue. I am not surprised.
