Session #102 · 1991–93

Speech #1020148621

Mr. President. I rise to support the pending resolution regarding the loan guarantees that Israel has requested to assist with its massive immigrant absorption efforts. I ask unanimous consent that I be added as an original cosponsor. I will not take the Senates time now by restating the compelling case for this assistance. But I will express my deep disappointment that the administration has repeatedly hardened its negotiating positions. both with Israel and with Congress. I honestly do not understand the administrations total unwillingness even to consider a serious compromise. I am just not sure what the administration is trying to do. what their ultimate objectives really are.
