Our overriding concern must always be the interests of the United States. Does the proposal serve our interests and support our policies. which include working for peace in the Middle East and ensuring the wellbeing of Israel? If our policies help to foster a period of peace in the Middle East. then those policies will benefit Israel. allowing it to reduce defense expenditures and shift to a more steady and stable peacetime economy that will be able to absorb the new immigrants. A real question is whether or not this proposal contributes to that goal. It is not a question of support for Israel.The real question is this. does the loan guarantee program that we have heard so much about. support U.S. policy by encouraging the ongoing peace process and by contributing to the security and economic stability of Israel?
