It is the concern of the human rights of fellow human beings. those human beings who are in the Soviet Union. among others. that drives the Senator from Arizona. I commend him for his concern. for his leadership. for his willingness to stand out and to speak up. And I just wish to make it clear that there are many of us who were proud not only of his role .throughout this entire effort regarding the loan guarantees but. also the time. concern and commitment he has expended for the many Soviet Jews who wanted to emigrate to Israel over the years whom he has helped.
