The continuing resolution before the Senate is a bare minimum that Congress can responsibly do In funding the foreign aid program for an entire fiscal year. It continues funding the foreign operations programs. with certain very limited exceptions. at the fiscal 1991 rate or the level in H.R. 2621. the Housepassed foreign operations appropriations bill. whichever is lower. The exceptions are the Foreign Service Retirement Fund. the Peace Corps. Migration and Refugee Assistance. AID. AID Inspector General operating expenses. the administrative expenses of the ExportImport Bank. and the subsidy appropriations for certain credit programs. particularly the Overseas Private Investment Corporation.
