I prepared the chairmans mark of a bill to present to the Foreign Operations Subcommittee earlier this month. I think we had a good bill to recommend to the committee and to the Senate. In fact. we twice scheduled subcommittee markup in the hopes of reporting a bill. Everything hinged on reaching an agreement with the administration on a program for immigrant absorption loan guarantees for Israel. Unfortunately. no agreement was possible. I spoke about that at some length on the Senate floor at another time.
