Mr. President. I want to take a moment to remember Joseph Buttinger. a longtime worker and leader on behalf of refugees the world over. and a founding member and active director of programs for the International Rescue Committee. Mr. Buttingers life touched some of the greatest issues of our times. He was born in Austria in 1906 of workingclass parents and left school at age 13 to help support his family. He became a leader of youth movements in Austria and later of the Social Democratic Party. He was active in the antiNazi underground during the 1930s in Austria and France. until he had to flee to the United States in 1939 with his American wife.
