Saddam crushed the popular rebellions with a ruthless application of military force. Nevertheless. after calling on the Kurds and Shiites to overthrow Saddam. George Bush failed to support them in their moment of needresulting in the waves of refugees flowing into Iran and Turkey. Not only have these people faced inhospitable mountain and desert terrain. but they remain entrenched in refugee camps. and have little food. medical. or fuel supplies. The Bush administration. moreover. has been unwilling to enforce Iraqi compliance with U.N. Security Council resolutions designed to alleviate the Kurds deplorable conditions. Other ethnic minorities also continue to suffer greatly in the wake of the Persian Gulf war. There are over 12.000 Christian Assyrians and Chaldeans. as well as other minorities. who fled Iraq during and after the war and remain refugees. Fearing negative consequences if they return to Iraq. they remain stranded in foreign lands. Despite the Bush administrations proclamation of victory. for these forgotten victims. the gulf crisis persists.
