Mr. Chairman. I rise to urge my colleagues to support H.R. 3844. We. in the Congress. must halt the force return of the Haitian refugees. We have a moral obligation to do so. The administration and the courts have made a mockery of the Nations commitment to freedom. It is up to this Congress to extend freedom to those who cannot have it in their own country. We cannot allow ourselves to continue to mock the principles for which we stand. Alter visiting Haiti last week. it was clear to me that the rule of law does not exist there.
