It is legislation that is proper. it is legislation in the true American tradition. Mr. Chairman. I am from that region. I am from the Virgin Islands. and I have many Haitians in the Virgin Islands. They have strengthened the fabric of our community. This i legislation I urge all Members to support. Mr. Chairman. standing in New York City harbor there Is a symbol of freedom. freedom that this great Nation has extended to generations of immigrants from all over the world: the Statue of Liberty. She has been a shining beacon of hope to millions of the persecuted. the beleaguered. and the exiled. Today.
