Anything short of a hearing would be an unwarranted compromise of the requirements of due process and would improperly allow foreign policy considerations to impinge on a political asylum decision. Therefore. I urge you to direct General Barr to grant a withholding of deportation to Mr. Doherty and to reopen his asylum petition to allow him to present evidence in support of his claim for asylum.
