More than 14 ceasefires have failed to hold in Yugoslavia. I believe that the United States must take a strong and visible leadership role In pursuing a ceasefire and helping all parties to seek a peaceful resolution of their differences. Our country has not done enough. By approving the legislation I am Introducing today. we can take one small step to acknowledge the devastation that has come to Yugoslavia and can help those nationals currently In our country. Under the Immigration Act of 1990. the Attorney General has the authority to designate countries for TPS without new legislation. The United States has already designated Somalia. Liberia.
