Mr. Speaker. today I am introducing legislation that would extend temporary protected status [TPS] to nationals of Yugoslavia who are In this country at the time the legislation Is enacted. Congress established the TPS Progam under the Immigration Act of 1990. This program permits foreign nationals of designated countries to remain In the United States temporarily If conditions in their . ountry are such that they cannot safely return. Yugoslavia clearly meets the requirements for designation under TPS. Under section 244A(b)(1)(A) of the Immigration Act of 1990. countries may be designated if "there Is an ongoing armed conflict within the state and. due to such conflict. requiring the return of aliens who are nationals of that state to that stateor any part of such foreign statewould pose a serious threat to their personal safety." My office Is currently trying to assist nationals of Yugoslavia for whom return to Yugoslavia would pose a serious threat to their personal safety. One familys house has been bombed since they left Yugoslavia. They literally have no home to which they can return.
