We need to address this problem immediately and the legislation we introduce today begins to do so. This humanitarian and constitutional crisis calls for our understanding and help. Last year. as part of the Immigration Act 1990. Congress enacted a provision to grant temporary protected status to nationals of certain countries who were fleeing places in turmoil. This provision of law allows them to remain in the United States for a specified period of time. authorizes them to work. and keeps them from being forcibly returned to their country of origin. The situation in Haiti makes it appropriate for that country to be designated for temporary protected status. The bill we introduce today protects from deportation those Haitian nationals who are in the United States or in United States custody or control as of todays date. This includes those Haitians who are on Coast Guard vessels on the high seas. Mr.
