President. the right of these men to refuse to serve in the very army that is being used to kill innocent civilians in Croatia should be protected. Indeed. such protections are recognized under international law. According to the Geneva Convention of 1951. no one can be forced to serve in the ranks of an occupation army. Few can deny that the Yugoslav Army is a brutal occupying force in Kosova. Hundreds of thousands of Yugoslavian refugees are now seeking political asylum in Europemost in Switzerland and Hungary. Their plight demands a humanitarian solution. To turn them back would be an assignment to death. These refugees should be granted political asylum or some other temporary humanitarian status.
