I want to register my opposition to the resolution to extend MFN to the Soviet Union. I have two main reasons for doing so: First. I cannot. in good conscience. vote for extending MFN to the Soviet Union when there has been virtually no movement on resolving longstanding emigration cases. Both Presidents Gorbachev and Yeltsin had every opportunity during the September Moscow CSCE human rights meeting to let these refuseniks go. once and for all. yet they took virtually no action. In September. we presented case lists personally to both Soviet and Russian officials in Moscow and virtually no cases have been resolved since that time.
