Mr. Speaker. the Cuban refugees were given an open door to enter the country. The refugees from Salvador. from Nicaragua. wherever there was deemed to be Communist conspiracy or violence generated by Communists. the door was thrown wide open. Haiti has never catered to communism. It seems to be they ought to be praised for never allowing communism to take root on their soil. It seems they are unfortunate in that respect. however. because the policies of our Government would have been very difficult toward Haiti if they had a Communist party or a Communist movement. but Cubans fleeing from communism are given an open door and allowed in in large numbers.
