These are some of our most critcal foreign assistance programs. and in considering this measure let us bear in mind that. if we do not want to once again relinquish the bodys role in the foreign aid process to the appropriators. it is important that we adopt this conference report in support of our Nations security interests and in the interests of the security of other nations.
