Despite the hardships associated with making these reforms. the Bulgarians continued actions in this direction underscore their commitment. including their great sacrifices and risks in joining the West in boycotting Iraq. Granting MFN status to Bulgaria is beneficial for many reasons. It bolsters further economic and political reform. Second. Bulgaria has earned it. In addit~on to structural economic reforms. substantial progress has been made on human rights and free emigration. thereby satisfying the JacksonVanik conditions. Third. as recognized by the new bilateral trade agreement we signed with Bulgaria on April 22. 1991. extending MFN trading status will promote greater trade between Bulgaria and the United States. benefiting both nations and further increasing bilateral ties. House Joint Resolution 282 is a very timely resolution that is in Americas best interests.
