I have consulted about this concern with my ranking member. the Senator from Wisconsin. and I am pleased that he agrees with me. His cooperation in working out a way to ensure a vehicle for the loan guarantees next January has been invaluable. There is a great deal of understandable concern. not only among the American Jewish community. but among all others who believe the United States has a moral responsibility to help Israel receive an expected 1 million immigrants. Many fear the administration will link its support for loan guarantees to a freeze on Israeli settlements in the occupied territories. There is no doubt that President Bush. like every President since Lyndon Johnson. opposes Israeli settlements as an obstacle to peace and contrary to U.S. policy.
