Mr. President. for the last 3 weeks. the United States and Israel teetered on the brink of a damaging confrontation over a humanitarian program to assist Soviet and Ethiopian Jews immigrating to Israel. Fortunately. we pulled back from the brink. Thanks to the restraint of all involved. we avoided a fight neither side. administration or Congress. can win. It is essential that nothing interfere with the peace process in the Middle East. The President asked for a short delay in action on Israels request for $10 billion in loan guarantees for immigrant absorption. He says this is needed for his efforts to convene a peace conference. That delay is being granted him.
