Mr. President. I rise in support of providing Israel with loan guarantees for the absorption of an estimated 1 million Soviet and Ethiopian emigres. In July. I strongly endorsed the concept of loan guarantees as a purely humanitarian gesture designed to help Israel cope with the massive influx of refugees. This emigration continues apace today. Every month between 10.000 and 15.000 Soviet emigres arrive in Israel. The United States cannot avert its eyes to the plight of Soviet Jewry. and in my opinion. we have a moral obligation to assist the Israeli Government finance this overwhelming and unprecedented humanitarian effort.
