I rise today to state my strong concern over the suddenand completely unnecessary--deterioration of relations between the administration and the State of Israel. That deterioration has occurred over the issue of Israels request for $10 billion in loan guarantees so it can provide housing. Jobs. and other assistance to hundreds of thousands of new Jewish immigrants flooding in from the Soviet Union and elsewhere. I note at the outset that any request for foreign assistance is difficult today. And after 12 years of inaction on housing and Jobs in Americatwo of the greatest problems millions of Americans faceit is particularly hard to convince the American people we should help a foreign country build housing and create Jobs.
