Now there is one more outstanding issueonae that could totally torpedo the talksand it is one that the administration has created. We are talking here about humanitarian assistance. Ever since the adoption of the JacksonVanik amendment when Scoop Jackson made free emigration of Soviet Jews a cornerstone of United StatesSoviet relations. we have pledged our assistance to carrying out this policy. We have pushed for relaxation of Soviet restrictions. and now that has happened. And we pledged our assistance to Israeli absorption. and that is what this $10 billion loan guarantee is all about. Now our dreams of freer Soviet emigration are coming truefaster than we have ever expectedand at this critical moment the administration is backing off. Israel has already delayed its request several months at the administrations behest. But the emigrants cannot and should not wait one more moment. They are coming and the money is needed. All that Israel is asking of us is to provide a guarantee to the banks.
