We hear much discussion of the Arab States willingness or reluctance to join the U.S. initiative. What of Israels willingness? The absorption of new Jewish immigrants--whether from the Soviet Union. Eastern Europe. or Ethiopiais central to the State of Israel and itr philosophy. Our own country was ..unded on the same principle. Continuing immigration Is not negotiable. Settlements are. But that is an issue for the conference itself.
