His six points of reassurance that were offered to Senators INouYE and KASTEN earlier this week are evidence that the President was and is trying to avoid anything that would hurt those Jewish people fleeing the Soviet Union and I do not think anyone can justify any other interpretation of his conduct. I believe that the leaders of the relevant appropriations subcommittees. Senators KASTEN. INOUYE. and LEAHY do not want this confrontation. They are trying to accommodate the Presidents pause for peace and the genuine needs of the immigrants from the Soviet Union to Israel. This confrontation helps no one and threatens many. It certainly does not help the cause of peace.
