We should have been doing something about that years ago. It provides the new NIH Director some help. We have done something for the Ryan White AIDS care bill. We have also done some things in the area of alcohol. drug abuse. and mental health services. I can go down a list of the items that have been not only helpful. but we acted decisively in the Persian Gulf. we have acted to help refugees. we have acted to help disaster people. But now I think we have to look at this. The reason I say it is historic is our national priorities are upside down.
