Funding for child abuse programs received only minimal increases--despite the growing number of children reported abused or neglected. and funding for medical research received far too little funding to keep pace to meet the incredible opportunities we have to reach breakthroughs on such tragic diseases as juvenile diabetes. spinal cord injuries. or cystic fibrosis. When the Persian Gulf conflict erupted. the Congress acted swiftly and decisively to fund the effort and support our troops. We have shown humanitarian concern by funding programs for the refugees created by that war. We have also continued to provide funding to help foreign countries who have suffered devastating natural disasters. This amendment provides us the opportunity to demonstrate the courage and to show the same commitment to programs that help Americans here at home.
