And Israel will need more housing. Israel estimates that the cost of absorbing 1 million new citizens in the next several years will be at least $50 billion. A substantial portion of that money will come from the Israeli people themselves--through higher taxes and cutbacks in services unrelated to immigration. These are costs that Israel can hardly affordalready its people are the most taxed in the world. But Israeli people will sacrifice to make room for the new immigrants. I am proud that our Government played such a leading role in securing the freedom for Soviet Jews. We made sure that the cause of Soviet Jewry was lursued at every opportunity with Soviet officials. I am confident that even at this summit now underway between Presidents Bush and Gorbachev. President Bush will press the cases of the few remaining refuseniks. And. we will push to ensure that the new immigration law is fairly and fully implemented. But we will need to do more than work for the freedom of Soviet Jews. We are succeeding in that mission.
