Others. however. want nothing more than to undermine one of our closest strategic relationships. and still others want nothing more than the destruction of Israel. In short. Mr. President. it is important that we in the Congress make it clear to the world that we will give Israel the loan guarantees it needs and do so without any linkages. This is the only way Israel can plan for an economically sound absorption of its immigrants. It is the only way to offer Russian Jews security from future persecution. It is the only way to make it clear to the Arab world that we will support honest and forthright peace negotiations. but never force Israel to sacrifice its sovereignty or security.
