Session #102 · 1991–93

Speech #1020066174

We Members of Congress who have been lobbied extensively by highly organized and wellfinanced individuals and organizations should marvel at how Masaoka. representing the JACL in the period immediately after World War II. was so successful. Representing a tiny. unpopular constituency with practically no funds with which to operate. Mike managed a husbandandwife endeavor to secure justice and equality when the hatreds and wounds of World War II still haunted almost every office. Almost singlehandedly. he succeeded to the extent that actually hundreds of private and public bills became law. including for the first time equitable opportunities for immigration and naturalization to those of Japanese. Asian. and Pacific ancestry. By his effective lobbying. he helped start the whole postWorld War H movement for greater minority rights.
