If you will look at that chart. you will notice that. starting in 1970. this was 53 percent. The forest industry now has 65 percent. So when we tried to correct the problem by closing off the export of logs to the Asiatic countries. particularly to Japan. by stopping the export from public lands. both State and Federal. we only affected a small portion of the problem. I have wrestled long and hard with this problem. and have finally come up with this conclusion. My bill gives Western States the authoritybut does not require themto limit log exports through whatever means the Governor may choose: A tax. an export quota. or another means.
