Mr. President. one of the most dedicated and longstanding agencies involved in chronicling the worlds refugee problems have been the U.S. Committee for Refugees. Since 1958. when it was established to help America participate in the first World Refugee Year. the U.S. committee has been an advocate for refugee protection and assistance. In recent years. it has grown in stature as the leading private agency recording and reporting on worldwide refugee problems. And one of its most important contributions is the publication of its annual World Refugee Survey. A few weeks ago. the most recent survey for 1991 was released. and it provides as always a carefully prepared statistical survey of the worlds current refugee populationsthe who. where. and when questionswhile also dispassionately addressing some of the "whys" behind the tragic flows of refugees. Unfortunately. the optimism of the previous years survey that there was new hops in finding durable solutions to some of the worlds longstanding refugee problems with the end of the cold war. ended in dashed hopes. As Roger Winter. the director of the U.S. committee. points out in his opening essay. new upheavalssuch as the Persian Gulf refugee crisis--more than overshadowed what other progress was made in other regions of the world. Mr. President. I commend to the attention of my colleagues the new World Refugee Survey. and urge that they obtain the complete 112page published report. But for the RECORD. I would like to ask that the reports section on "The Year in Review" be printed. since it provides a thoughtful overview of refugee issues over the past yearmany of which still face us this year. as some will in the years ahead.
