In 1988 I helped a Chinese couple from my district stay in the United States after the Chinese Government ordered them home to abort the child she was carrying. Their offense was that she did not have a birth coupon from the government which would have allowed her to exceed the "onecouple. onechild" policy. Third. under the JacksonVanik statute. the decision on whether to extend MFN to Communist countries hinges largely on whether they permit free and open emigration. and on their human rights practices. The present constitution of the Peoples Republic of China does not accord Chinese citizens the right of free emigration. Since the Tiananmen Square massacre of June 4. 1989. the central authorities have made it more difficult for people to leave the country. Human rights abuses against the citizens of Tibet amount to nothing less than genocide.
