When Congress authorized and appropriated SLIAG funds. we made what amounted to a promise to States and service providers that they would be able to provide these services. If we withdraw Federal funding now. State Governments. already suffering from large budget deficits and an economic recession. will simply be unable to administer State and local programs for newly arrived Immigrants. programs which the Federal Government has mandated. Congress must restore at least $500 million to SLIAG In fiscal year 1992 In order to fulfill its promise and allow such programs to continue to operate. It is my sincerest hope that this Issue will be worked out in conference.
