Session #102 · 1991–93

Speech #1020053717

I look forward to our continued efforts to ameliorate this tragic epidemic. Although the AIDS epidemic and funding for the Ryan White programs are my top priorities in the LaborHHSEducation bill. there are two other programs within the bill that I wish to bring attention to. First. the office of refugee settlement and the refugee cash and medical assistance grant program are suffering reductions that will seriously hamper efforts to resettie the thousands of refugees who are waiting to come to the United States from many corners of the world. I believe we have a responsibility to help those who are drawn to our shores by the dream of a better life and would hope that we continue our efforts to find the resources to fulfill that commitment. Second. the funding provided In this bill for LIHEAP. the program that provides energy assistance to lowincome children and families. the disabled. and fixedIncome elderly. represents a cut of nearly 40 percent.
