They should leave now. and let the wind of freedom again blow across the Baltic nations. While the Baltic people are determined to pursue their dream of freedom with or without help from the West. the hard truth is that without the active support of the free nations of the world the fate of the Baltic people will continue to be a pawn in the Kremlins struggle to hold together its crumbling empire. On this. the 50th anniversary of the mass deportation to Siberia of the Baltic people. we must renew our commitment and determination to do everything we can to see that their freedom and independence is finally restored. To that end. I urge my colleagues to join me in cosponsoring Senate Joint Resolution 42. which I have introduced. that would prohibit United States economic assistance and benefits to the Soviets until they meet certain conditions. including withdrawing their military forces from Lithuania and engaging in goodfaith negotiations with the Baltic people on the issue of their independence.
