June 12. Prince Sadruddin Aga Khan. the former U.N. High Commissioner for Refugees who currently serves as the United Nations Secretary Generals Executive Delegate for Humanitarian Programs in the Persian Gulf region. sets forth the elements of an innovative program that did much to provide .security as well as humanitarian aid for Kurdish and other refugees in Iraq and on the IraqTurkey and IraqIran borders. The challenge facing the international community in this region was immense. and the obstacles for a time seemed insuperable. There was concern that a traditional U.N. peacekeeping operation. aside from facing possible opposition and veto in the Security Council. would. as Sadruddin writes. "freeze a situation in an uneasy stalemate with the underlying issues conveniently shelved." The examples of Kashmir and Cyprus need no elaboration.
