The challenge facing the international community in this region was immense. and the obstacles for a time seemed insuperable. There was concern that a traditional U.N. peacekeeping operation. aside from facing possible opposition and veto in the Security Council. would. as Sadruddin writes. "freeze a situation in an uneasy stalemate with the underlying issues conveniently shelved." The examples of Kashmir and Cyprus need no elaboration.
