Mr. Chairman. I move to strike the last word. Mr. Chairman. I rise in support of the Roth amendment. Earlier this session. the House of Representatives authorized $85 million earmarked for Pakistan to the Kurdish refugees. This money was not. however. included in the final emergency appropriation. Where has it gone? Well. some of it will be sent to Nepal. Burmese students in Thailand. and other unidentified programs. Most of it. it seems. will pour into the Agency for International Developments pipeline where $8.8 billion dollars is already collecting dust. The General Accounting Office has publicly stated that these funds are excessive. but we seem ready to pump $85 million more into an already backedup pipeline.
