Worker adjustment programs alone will not address this issue. and it is well known that the administration has made repeated attempts to zero out the worker adjustment initiatives we currently have. The fact is. Mr. President. the administrations freetrade proposal has no component to deal with structural changes that have been occurring in our economy for the past 10 yearschanges that require us to invest in our producers as well as in our workers. We also need to be realistic about the impact of a freetrade agreement on immigration. Proponents of a freetrade agreement claim that free trade will bring the prosperity that Mexico needs to keep illegal immigrants from coming to the United States. Frankly. I find this to be a questionable proposition.
