Importantly. Armenia is the only Soviet republic whose drive for sovereignty proceeds within the framework for secession spelled out in the Soviet Constitution. It would seem. however. that these remarkable developments are too much for the Soviet hardliners to bear. On April 29. the Soviet Army. adroitly manipulating the ethnic tension between Anrenians and Azerbaijanis. began its violent milltary campaign against the Armenians. Armenian villages have been shelled and their Inhabitants deported. Brutal tactics. like summary execution and torture. have been employed.
