Never before has the military conducted such a massive humanitarlan relief effort. And never before have relief efforts been so extraordinarily successful and saved so many lives so quickly. The resolution also urges the United States and the international community to continue to assist and protect the refugees and to support the goal of enabling all the refugees to return home with adequate assurances of peace and security.. The arrival of allied troops in the critical city of Dabuk and the eventual transfer of authority to the United Nations officials provide a needed sense of security for the returning Kurds. That action. coupled with the ongoing autonomy negotiations between the Kurdish leadership and the Iraqi Government. will enable the vast majority of the Kurds along the TurkishIraqi border to return home. But longterm problems persist and the United States has a responsibility to remain engaged in the process of establishing peace and stability throughout Iraq. Secret police remain active throughout the country. even in the allied controlled areas. and threaten and harass the Iraqi people. One million Kurdish and Shia refugees remain along the IranIraq border and another 25.000 Shia remain in the refugee camp in Saudi Arabia. No one knows how many more Iraqis are displaced within Iraq. We must continue to work for conditions that will enable them to return home. too.
