Mr. President. I rise to join my colleague in support of this resolution commending the performance of our military and the other allied forces in providing emergency relief to the Kurdish and Shia refugees who fled the depredations of Saddam Husseins army. Operation Provide Comfort has saved the lives of tens of thousands of refugees. and that is something that every participating country can be proud of. I also want to pay tribute to President Bush for his decisive and resolute action in ordering our forces to provide the lifesaving assistance to the Kurds in the mountains along the TurkishIraqi border. I know that President Bush told our military to determine what could be done to helpnot what could be done "if we had the money." but what could be done.
