My colleagues. the issue before us today is basically one of procedures. but in this case the procedures mean everything. Will our country lead the growing movement toward openness and economic freedom sweeping the world. or will we become victims of the four horsemen of protectionism: stagnation. isolationism. fear. and xenophobia? When we look to the Far East. Asias economic tigers grow in confidence. Look to Europe. an economically united Europe waits to be born. Look to the north. and we have the United StatesCanadian FreeTrade Agreement. And now. long overdue. we finally look to the south and we see an export market so potentially powerful that it staggers the imagination.
